RESIDENTIAL ADDITION / GARAGE PERMIT

BUILDING PERMIT

A building permit is required for residential additions and garages constructed in Howard County. Applications may be made in person at the Front Counter of the Licenses and Permits Division, 3430 Courthouse Drive, Ellicott city, MD. (410) 313-2455.

The Department of Planning and Zoning will review the permit application for setback and zoning requirements. The Plan Review Division will also review the proposed plan for building code compliance.

WHAT IS REQUIRED

• A completed building permit application
• Four (4) copies of plot plans to scale not to exceed 8.5” x 14” showing:
• Location of property, all existing and proposed structures
• Distances to boundary lines from all sides and location of well and septic, if applicable
• Residential construction drawings-two (2) sets including floor plan, elevations from all four (4) sides, detailed cross section and showing size of all materials
• Structures less than 600 square feet require minimal construction drawings (elevation of all sides showing location of all windows and doors plus a floor plan with dimensions). In addition, second story additions over existing dwellings require construction plans of the existing structure and new construction.
• Payment of building permit application fee at the time of application submittal. The balance of the permit fee and excise tax charges will be calculated during the plan review process. Applicant will be notified of those charges when the permit is ready for issuance.

EXCISE TAX

EXCISE TAX AND SCHOOL SURCHARGE ARE CALCULATED FOR ALL ADDITIONS. FOR GARAGES EXCISE TAX AND SCHOOL SURCHARGE ARE ONLY CALCULATED WHEN THE GARAGE IS ATTACHED TO THE HOUSE.

ELECTRICAL PERMIT

Electrical permits are required for items such as outlets, garage door openers and lights within the addition.

Electrical permits for additions and garages cannot be issued before the building permit is issued. Electrical permits are only issued to licensed electricians. An electrical permit application is completed by the electrician and issued within 2 days of the application.

PLUMBING PERMIT

Plumbing permits are required for all water/gas service provided to the addition or garage.

Plumbing permits for additions and garages cannot be issued before the building permit is issued. Plumbing permits are only issued to licensed plumbers. A plumbing permit application is completed by the plumber and issued within 2 days of the application.
