SEPTIC SYSTEM PERMIT

Septic system permits are required for the installation, repair or replacement of individual sewage disposal systems. They are required to assure construction consistent with regulations for the safeguarding of persons and property from hazards arising from unsanitary and unhealthy sewage disposal.

WHEN IS A PERMIT REQUIRED AND WHY

  • For all new construction where sanitary sewer facilities are required but public sewer facilities are not available, septic system permits are issued after building permit approval.
  • For alterations or additions to existing buildings to ensure that the septic system capacity is adequate.
  • For any major repair or replacement of a septic system.

HOW TO APPLY AND WHAT TO EXPECT

Septic system permits are issued to the property owner, utility contractor or plumber by the Well and Septic Program (410-313-1771). Requests for a permit must be accompanied by evidence of an approved percolation test(s) and must also be accompanied by a proposed design for the septic system.

Percolation tests are required in order to assure that the ground has the capacity to disperse the liquid effluent without putting adjacent wells at risk. Normally, percolation tests can be taken at any time of the year. However, certain soil conditions require special testing procedures. These tests can only be taken between February 1 and April 30, provided weather conditions permit. The Health Department has soil map overlays that will identify your property if it is subject to special conditions.

Your application for percolation testing will be processed and coordinated through the Well and Septic Program. Once these tests are complete, the Health Department sanitarian will review your submittal and plans for compliance with State regulations. The permit will be issued when the plan indicates conformance with State regulations.

PROCESSING TIME

Except when percolation tests must be scheduled and conducted, septic system permits are issued within 5 working days of the time application is made and the fee is paid.

Percolation tests, except where special soil conditions apply, are normally scheduled within 10 working days of the request. Your contractor will normally coordinate directly with a Health Department sanitarian.

FEES:

Fees for septic system permits and percolations tests are payable to the Director of Finance for Howard County. Submit fees with application. Fee information is obtained from the Health Department.

THE INSPECTION AND APPROVAL PROCESS

The Health Department sanitarian will inspect your septic system during construction to ensure that the system size, depth and materials are acceptable. Your contractor will normally coordinate directly with the Well and Septic Program to schedule these inspections. Once completed, this information is forwarded to the Department of Inspections, Licenses and Permits as part of the use and occupancy approval process.

DURATION OF APPROVAL

Septic system permits are valid for two years after approval.
