The Howard County Police Department sponsors two programs for At Risk Youth.

BEAR TRAX Youth Program is an outreach program designed to enhance relationships between police officers and youth. Activities include a holiday party for approximately fifty youths in grades one through four and a one week, overnight summer camp for fifty youths who have completed grade five. The camp is designed to complement the Drug Abuse Resistance Education (D.A.R.E.) program. School administrators are the major source for nominations to this program.

The After-School Program at Cedar Lane Park is a grant funded program and is currently limited to Wilde Lake and Harpers Choice Middle Schools and Swansfield and Longfellow Elementary Schools. The program is designed to demonstrate that comprehensive, well-structured after-school programs will strengthen the resiliency of participating youth and reduce the likelihood that they will become involved in unhealthy behaviors such as substance abuse, delinquency and violence.
