The Office on Aging (OOA) plans, develops and coordinates programs for seniors (60+), citizens with disabilities (55+), or older adults and their families.

The Howard County Office on Aging is the principal agency designed to serve Howard County's older population, and coordinates services that impact older people.

The mission of the Office on Aging is to:

  • Promote a full and dignified life for older people in Howard County;

  • Encourage older people to be involved in all aspects of life; and

  • Recognize older people as a vital force in the community.

The Office on Aging works to enrich the lives of older people across their life span, whether they live independently in the community, require assistance, or are residents of long term care facilities.

Programs and activities are offered to all people regardless of race, creed or national origin. Many programs are offered free of charge. Other programs require small fees and all programs accept donations to help defray costs. No one is denied service because of inability to pay.

ADULT COMMUNITY EVALUATION SERVICES

The Adult Community Evaluation Services (ACES) is a joint effort of the Office on Aging, the Department of Social Services and the Health Department. ACES provides consultation on all long term care services, evaluation, case management services and funding for services for eligible clients.

Specific programs include:

  • Adult day care licensing/monitoring

  • Geriatric evaluation services

  • Medical Assistance personal care

  • State psychiatric hospital clearance

  • Senior Care

  • Pre-admission screening and annual nursing home resident review

  • Social Services (DSS) to Adults (SSTA)

The housing staff monitors all certified group senior assisted housing facilities, and serves families seeking alternative housing for older relatives who can no longer live alone or with relatives. Meals, housekeeping, personal care, medication management and supervision are provided. A list of homes is provided on request.

The Client Services Division provides information on a wide range of services available in the county for older people and people with disabilities. This includes:

The Fall Prevention component of the Howard County Aging in Place initiative provides direct service and community education and training to consumers and professionals in order to reduce the number of accidental falls. Direct services to seniors at risk may include consultation, in-home assessment and recommendations for a personalized fall prevention strategy including environmental modifications, lifestyle improvements, and community referrals. Community education and training for seniors and professionals are provided through public presentations and community partnerships to increase fall prevention services.

The home repair/retrofit program provides structural and safety-related repairs to resident’s homes, as well as physical modifications to enable the resident to occupy the home in safety and security. Modifications to entries, bathrooms and other main living areas are covered for eligible seniors and persons with disabilities.

The mission of the Homes For Life Coalition of Howard County is to increase the number of new and renovated homes that are safe, convenient and welcoming to all residents of Howard County. Public education and awareness are the principal means used to accomplish their goal.

The Maryland Access Point of Howard County provides information, assistance and referral to a wide range of services available to county residents 50 and older and adults with disabilities. This includes:

  • Information and referral services

  • Intake for senior care and disability programs

  • Intake for Adult Evaluation and Referral Services

  • Referral to the State subsidy program for small assisted living facilities and the Medicaid Waiver program which assists qualified individuals in either assisted living facilities or in their own home

  • Case management services

  • Fall prevention information and assistance

  • Home repair/retrofitting

  • Sixty plus wills and legal screenings

The Ombudsman Program is structured to empower the residents of long term care facilities and advocate for these individuals on health, safety, welfare and rights issues.

The Guardianship Program: The Director of the Office on Aging is court appointed Guardian of Person of an incapacitated individual 65 years or older. The incapacitated individual will lack the capacity to make or communicate responsible decisions concerning their daily needs and there is no one else willing or able to take on this responsibility. The Guardian’s goal is to protect and advocate for the individual’s needs to include but not limited to making medical decisions. An attorney will be appointed to handle the individual’s finances.

The Commission on Aging is as an advisory board to the County Executive and the Office on Aging; serves as an advocate for the senior population. The Commission has 12 members who are nominated by the County Executive and appointed by the County Council.
