To access Howard County Circuit Court Clerk's Office, click on Courts, then Clerk's Office and scroll down to Howard

The Clerk of the Circuit Court maintains records for the county and its citizens. Civil and criminal matters, divorce, adoption, liens and judgements are handled at 8360 Court Ave. Civil marriage ceremonies and oaths administered for special commissions will also be performed at the Court Ave. location.

The District Court has jurisdiction over traffic, some criminal cases and the small claims court. The District Court Commissioner will facilitate the posting of bonds and signing of release papers.

The MD Volunteer Lawyer Service is a free service to individuals needing legal help and who meet income eligibility guidelines. MD Volunteer Lawyer Service does not handle criminal, DWI, class action, fee-generating, child or spousal abuse, paternity, child support or contempt cases. 60 Plus Wills and Legal Screening provides services such as simple wills, power of attorney, deed changes, and small estates for a fee through volunteer lawyers. This service is available by appointment only. A second program offers free legal services to seniors aged 60 and over or those 55 and over with disabilities. Call for information of these programs.

The State's Attorney's office prosecutes all criminal cases in Howard County. The office maintains:

  • a Victim Witness Unit which assists with such cases as child abuse, sexual abuse, rape, and domestic violence;

  • a Community Justice Program to work with the community and the police department on solutions to crime problems; and

  • a volunteer program.
