Adaptive Living, Inc. provides supervised housing, education and training programs for the young Howard County mentally disabled population. The program promotes greater independence, fosters family relationships, assists in the mastery of every day living skills and encourages participation in educational, recreational, and social programs.

The Columbia Housing Corporation develops and secures affordable housing for low and moderate income families including the elderly and populations with special needs such as the developmentally disabled and emotionally challenged. The program meets HUD requirements.

eMERGE believes that all people have gifts, talents and abilities and should be included fully into the community. The eMERGE program supports people with medical, mental and physical disabilities in residential, supported living, supported work and day programs so that each person can become a contributing member of their community.

The Howard County Department of Housing and Community Development and the affiliated Howard County Housing Commission together manage and administer programs and resources to develop opportunities for low and moderate income households to obtain and maintain affordable housing.

Programs include:

  • rent subsidy programs
  • affordable housing owned by the County or the Commission
  • first-time home buyer programs
  • loans/grants for rehabilitation of homes of disabled and low income households
  • financing the development of other affordable housing

Vantage Place provides residential services to:

  • Individuals with psychiatric disabilities who choose to live independently in their community; and

  • Adults with head injuries.

Vantage Place coordinates services with other agencies to ensure comprehensive quality treatment, encourages and assists persons with disabilities to participate in the community and provides advocacy for persons with disabilities through community education.

Christmas in April is the leading national volunteer organization, that in partnership with the community, rehabilitates the houses of low-income residents, particularly the elderly and/or disabled, so that they may continue to live in warmth, safety and independence. On the last Saturday of April each year, volunteers from all walks of life work together in teams to make repairs on the selected homes in Howard County.
