The American Red Cross is a non-profit organization that helps people prevent, prepare for and cope with emergencies. Volunteers provide disaster relief after fires, storms, floods and other emergencies. The Red Cross teaches health and safety skills such as CPR, first aid, the use of the Automated External Defibrillator, babysitters training and crime avoidance. Red Cross Blood Services provides blood and blood products to local hospitals.

The Center for True Justice and Healing, Inc. provides supportive services to individuals, couples, families and communities suffering the pain of grief and loss, especially that caused by violence in all its various forms. The Center seeks to provide assistance to victims of violence through prevention, intervention, supportive services, and education.

Christian Jail ministry (CJM) provides spiritual and personal ministry for inmates and staff at the Howard County Detention Center. CJM also has a substantial After Care Program for former inmates and inmate families.

The Christian Services of Howard County accepts donated clothing, furniture, appliances and household goods which are sold in the store at a nominal charge. The money is used to assist low income persons/families with loans or grants.

Provides services for limited income families and individuals. Programs include: Head Start, Homeless Care Services (Eviction Prevention and 1st Month’s Rent), Fuel Fund, the Maryland Energy Assistance program (MEAP), the Weatherization Assistance Program (WAP), the Electric Universal Service Program (EUSP), Food Bank and Community Outreach/Crisis Intervention.

The following health programs are also administered:
Breast and Cervical Prevention (BCCP)-provides free breast exams, mammograms and pap smears for limited income women age 50 and older in conjunction with the Howard County Health Department.

Grassroots provides 24-hour hotline and walk-in crisis intervention services for those experiencing a personal, situational, mental health, or shelter crisis; Mobile Crisis Team; suicide prevention and intervention; immediate assistance to runaways and their families in Howard County; and emergency and transitional shelter programs for homeless individuals and families. Open 24 hours a day, seven days a week.

Hospice-Finding Care

Licensed as a hospice by the State of MD and certified as a Medicare and Medicaid provider, Hospice provides services to the terminally ill and their families, as well as bereavement support services.

Seven human service organizations offer services at the Center, including the Community Action Council, Family and Children Services, FIRN, the Howard County Department of Social Services, Grassroots Crisis Intervention Center, Domestic Violence Center, and Legal Aid Bureau.

Services at the Center include counseling, legal assistance, information and referral, immigrant services, and food, energy and housing assistance. The Center's hours of operation are 11 a.m. to 7 p.m. Monday through Thursday and Friday, 9 a.m. to 5 p.m.

The Pregnancy Center provides pregnancy testing, counseling for women in a crisis pregnancy, maternity clothes, infant clothes and furniture, and medical and general resource referrals. Services include a 24 hour answering service. All services are free and confidential.

The Salvation Army provides emergency services for food, rent, and utility assistance. Also coordinates the holiday clearinghouse that provides assistance to families for Thanksgiving and Christmas. English classes are available. Call the Family Service Center for information on new programs and volunteer opportunities. Office hours vary; call before visiting.

The Department of Social Services (DSS) is a State funded agency, with some key funding from Howard County Government. Social Services provides public assistance with a goal of self-sufficiency. DSS offers a Job Resource Center with access to the Maryland Job Service’s database. In addition, Social Services accepts applications for Food Stamps, Medical Assistance, TEMHA, Purchase of Care and Temporary Cash Assistance between the hours of 8 AM and 5 PM, Monday through Friday. Electronic Benefit Transfer (EBT) services are available 1 PM to 3 PM Monday through Friday.

DSS offers Child Support Enforcement Services, paternity establishment and a Young Fathers Program. DSS also provides Child and Adult Protective Services, Foster Care, Adoption, and Family Services.
