The CARE Center for Child and Adolescent Resources is a free service for parents living in Howard County. Care Center staff work with families to identify their needs and help them find solutions. Call the CARE Center if you need:

  • information about local supports and resources

  • help with your child's challenging behaviors and

  • strategies for working with a child's social and emotional needs

The Child Care Food Program in Howard County is administered by the Planning Council. The program provides site monitoring and reimbursement to registered family child care providers. This USDA program helps ensure the availability of quality, affordable child care. Participating child care providers are entitled to meal reimbursement for all children enrolled in the program.

As a member of the Maryland Statewide Child Care Resource Network, the Howard County Child Resource Center assists parents, child care professionals and the community by:

  • providing information and expert advise to current and prospective child care professionals;
  • providing training for parents and child care professionals; and
  • collecting data.

The Howard County LOCATE: Child Care is a free, personalized resource and referral counseling service designed to help parents choose a quality child care program which best meets their needs. LOCATE: Child Care maintains a computerized listing of all registered family child care homes, licensed center-based school-aged programs, certified camps, nursery schools and Head Start programs in Howard County. Hours of operation are Monday through Friday, 9:30 AM to 3:30 PM.

The Howard County Child Advocacy Center, The Listening Place is a child-friendly environment that promotes comprehensive investigations and appropriate interventions for children and their families in cases of child abuse. The Local Children's Board was established in 1997 by Executive Order. The Board provides a forum for addressing the needs of children in Howard County by bringing together agencies who serve children and interested citizens to jointly plan for the most effective delivery of services. The Board identifies unmet needs of children; assists in identifying resources to meet these needs; acts as an advocate regarding children's issues; examines the effectiveness of programs; recommends improvements to programs; and publicizes services.

Voices for Children provides individual advocacy to abused and neglected children through volunteers. Trained volunteers, working closely with the entire network of child-related services and the judges in Howard County, advocate for the best interests of the child in securing a safe, loving and permanent home
