COMMUNITY SERVICE PARTNERSHIPS PROGRAM

Howard County, through its Department of Citizen Services, offers grants to nonprofit organizations providing a human service activity in the county.

To be eligible for funding, an agency must:

  • be a 501 (c)(3) or 501 (c)(4) nonprofit,
  • provide a service that addresses at least one of the results or overarching issues in the Human Services Master Plan 2005-2010,

  • serve the residents of Howard County (if the agency serves a larger geographic area, funding may only be requested for those services that are offered within Howard County), and
  • make their services available to eligible residents in conformance with federal, state, and local housing and human rights law.

Evaluation of Grant Applications:

A Grant Review Committee evaluates all applications received by the Department of Citizen Services for CSP funding. Applications are evaluated using a numeric point system allowing the reviewers to consider applications in an objective and equitable manner.

Following committee review and funding recommendations to the County Executive, each applicant is provided feedback on how their application scored and advice on grant writing techniques that may help improve their scores in subsequent years.

How may I apply?

When is the application deadline?

Completed applications are typically due in late January.

What can grant funds be used for?

In general, grant funds can be used for either agency operating costs, direct program costs or a combination of the two. CSP funding cannot be used as capital project grants.

What is the annual amount of CSP funding awarded each year?

The available amount of funding varies on a yearly basis and is subject to increase or decrease upon notice by the County Executive. In FY’08 approximately 3.6 million dollars in Community Service Partnership (CSP) funding was awarded to 31 local agencies.
